Peerguardian not updating
Not sure why their servers are down/slow right now, but since their list-servers have been notoriously problematic over the past few years this is probably a good idea regardless.

For the more paranoid then you can also add the iblock lists which includes even more IPs.
uk/config/level2.zip, Level 2 Corp,0, Level 2 Corporate Ranges PG, Microsoft Related,0, Microsoft Associated Addresses List PG, Proxy List,0, Tor and Miscellaneous Proxies PG, Level 3 Extra,0, Level 3 Extra These are the lists that BLM updates from, far superior to that pissant list that PG2 uses, plenty of posters in the past have reported PG2 missing some bad IPs which a or PG2 updated via BLM picked up. "Changed update-checking to use new Peer Block update-server." You can also see that they have not yet implemented the online update part for the application itself.
Like I said I strongly recommend migrating your lists away from the Phoenix Labs hosted ones at this point.
Even worse - especially since so many people have been downloading Peer Block this weekend - this means that Peer Block may not be able to download any lists when you first install it! Many people on the PG2 forums have been using i Blocklist lists for quite awhile now, and everybody seems extremely pleased with them.
In fact, Peer Block will be switching over to them by default starting with our next release.
Peer Block is a new version (aka a "fork") of the popular Peer Guardian 2 software.
It blocks "known bad" computers from accessing yours, for example governments, corporate entities, and those flagged for anti-p2p activities. You can also attach log/conf files, images of screenshots, or zip files to better describe your problem.

In edition to the above there are these lists with PG2 no skin off my nose. As for this new program lets hope it doesn't suffer the same ad nauseam problems it predecessor suffered from, otherwise we will get "Oh Noes teh Peerblock don't update". ie: You need to manually uninstall the old version; download/install the new version at this time.
